Key Takeaways:

  1. If China does not relinquish control swiftly, the U.S. will assert its rights over the Panama Canal.
  2. Both ports at the ends of the canal are currently under Chinese control.
  3. The canal was excavated with American funding.
  4. One of Trump’s electoral promises was to establish control over the Panama Canal.

The United States has warned that if Panama does not promptly alter China’s control over the Panama Canal region, the U.S. will take necessary measures to safeguard its rights. This statement was made by the U.S. State Department’s spokesperson in a regular press briefing following a meeting between the U.S. Secretary of State and the President of Panama.

On February 2, U.S. Secretary of State Marco Rubio met with Panamanian President José Raúl Mulino and Foreign Minister Javier Martinez-Acha in Panama City, where they discussed regional and global challenges of significance. Secretary Rubio informed President Mulino and Minister Martinez-Acha that President Trump has determined that the current influence and control of the Chinese Communist Party over the Panama Canal region pose a threat and constitute a violation of the treaty ensuring the canal’s permanent neutrality and management. He made it clear that the current situation is unacceptable and that if immediate changes do not occur, the United States will take the necessary steps under the treaty to defend its rights.

It is worth noting that the Panama Canal was excavated with American funding. However, both ports at its two ends are now under Chinese control. Additionally, the Panamanian government is heavily indebted to China. From his very first press briefing as Secretary of State, Marco Rubio stated that the United States cannot allow any other entity to control a canal that was built with American investment and holds critical military and commercial importance. He also emphasized a key distinction between the Trump administration and past U.S. governments: Trump makes swift decisions and implements them without delay. Regaining control over the Panama Canal was one of his key electoral promises.

In the same press briefing, Rubio stated that the U.S. policy is to first attempt to protect its rights through diplomacy. However, if that fails, stronger measures will be taken. He asserted that the United States will reclaim its authority over the Panama Canal in its national interest and prevent China from gaining a strategic foothold.

Secretary Rubio also emphasized the importance of joint efforts to resolve the Western Hemisphere’s illegal immigration crisis. He thanked President Mulino for his support of a joint repatriation program aimed at reducing illegal immigration through the Darién Gap. Furthermore, he stressed the need to create an investment-friendly environment by ensuring fair competition opportunities for American companies. He also praised President Mulino’s regional leadership in advocating for a democratic and free Venezuela.

Expressing his gratitude for a productive discussion, Secretary Rubio reiterated the United States’ commitment to making both countries safer, stronger, and more prosperous. He noted that this meeting was a crucial step in revitalizing the strategic relationship between the U.S. and Panama, aligning with President Trump’s vision.
